EIMS Server 3.1.3 to 3.1.4 patch

Changes to EIMS Server 3.1.4

• mapReadErr when opening prefs now creates new resource fork
• Fixed logs not logging when no log limit or minimum disk limit was set
• Make sure MIME boundaries longer than 70 characters are never created
• If there is a problem writing to a mail queue, messages are now diverted to temp mail
• Fixed connection timeouts (particularly EIMS Admin timeouts) if RTC time went backwards by even a second.
• Fixed crashing bug when EIMS could not get access to an Incoming Mail X file.
• Changed HGetVol to PBHGetVolSync to get the volume reference instead of a working directory reference.
• No longer use 0 as a volume reference number for logs.
